English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest study of local authorities, English councils are planning to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are intending to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and land to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in Rainham and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise local levies next spring to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the growing number of young people and adults requiring Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the latest deprivation indices,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of England. The data highlights the extent of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and demand,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
